The role of the US Equestrian Federation in horse shows The USEF was founded by Reginald Vanderbilt in 1917 and serves as the primary rule standard for hundreds of horse shows in the USA. The USEF provides rules for the showing of Welsh ponies, but the USEF does not recognize any rules for judging miniature horses in shows.
